I just finished a playthrough with Lusitani on the Hannibal at the Gates DLC, and I wasn't very impressed with the Iberian Swordsmen. Yes they are fast, and yes they are cheap, but they suck really.

They got their ass handed to them against basic spearunits. The Veteran Shield Warriors have very little armor, but are much better for a brawl.Basically when I met a lot of sword infantry, my iberian swordsmen would be in trouble.I did like the faction however. The Swordswomen was fun. The Balearic Slingers was OP. The cavalry was only mediocre, but they do have good spearmen. The guerilla units are fantastic to mess around with.Worth noticing for OP: The Lusitani (and perhaps other iberian tribes) have a shrine that gives your units bonus to charge. I find this very relevant to your question:).

Others have touched on the Lusitani, so I'm going to have to go with Tylis.Tylis has Thracian Warriors, an incredibly useful unit for the flank, as well as Tribal Warriors, which are probably some of the tankiest swords in the game, and its a medium melee infantry too. They also get Oathsworn, which are a fantastic melee infantry.

Not to mention their Peltasts can act like infantry in a pinch as well. Overall the heaviest, and tankiest infantry faction by far.In terms of balance, the Boii are probably the best overall infantry faction. Sword Followers are an amazing unit, and they also get cost efficient Heavy Horse, as well as Oathsworn.
